Is it me, or does the main character Curtis, from the show "House of Payne" ?

Is it me, or does the main character Curtis, from the show "House of Payne" seem like he is half retarded, like perhaps one of his parents had Downs Syndrome. Is that funny to anyone, i think its stupid. The only reason I even consider watching the show is vent out all my hatred.
