I'm writing a story, how do I make my characters meet?

See, there's these two guys, Chris and Chavez. Chris is a cop and Chavez is a convict,a man accused of m murder when he can't remember because he's got amnesia! These two men become close friends. Anyway, I started a prologue with Chavez' part being in his small solitary prison/box, but I dunno about Chris on how I should start him. And also, Chavez is being sent into a small town court for the guards and people who accuse him for murder for the vote on execution and Chris happens to be in the same town and well... I can't think of anything else
