Why wont this guy ask me out?

so me and this guy hav been talkin to each other on the phone for at least 2 and a half weeks now and we have alot in common...he says he likes me and he misses me... almost a week ago i asked him y he hasnt asked me to b his gf yet and he said i want to wait a while to ask u... i dont understand why he hasnt asked me anything.. plz help!
